| The Animal Control in Brazil have
been transgressing the Laws, killing animals in barbaric ways. We cannot
be indifferent to the carnage that happens in the Animal Control Centers
in all of Brazil against animals.
In the public health affairs the
excuse of the transmission of illnesses from animals for human beings is
always used, to justify practical of slaughtering of animals. Rabies kills!
" Rabies", a word that by itself, causes panic in the misinformed population
. It is known that hydrofobia is one illness easily controlled with well
organized campaigns of vaccination, not having the daily extermination
of thousands of animals.
One expects that the responsible
agencies for the public health would act with responsibility. One expects
that they are critical and scientific in its conclusions. One expects that
they would only trust faithful sources and that they would stop associating
the animals to the illness. That they would carry out rigid control of
consumed products and the true causes of the illnesses that are afflicting
the population. One also expects, that they do not use the sacrifice of
animals, as false propaganda of effectiveness. One would expect much more:
that the animal programs partner with municipal, state and the governing
of Animal Control to work on preservation and respecting to animals, and
ultimately, man.
Do solutions exists?
YES, there are many:
1) Spaying and neutering campaigns-
the city hall, jointly with SPCAs, must promote campaigns with no fee (similar
the ones that they make for the vaccination against RABIES) to take care
of, mainly, the population that is ignorant and/or lack of money, stopping
the proliferation of the animals that live in the streets.
2) All the domestic animals must
be registered with the Animal Controls Centers, if possible, a microchip
of identification inserted, so when an animal is found, it's owners can
be notified. Animals that are abandoned, will have the identification of
the owner in the chip and this person would be prosecuted for MISTREATMENT,
according to the FEDERAL LAW number 9.605, Art. 32 of 02- 13 -98.
3) Once the population of unwanted
animals is controlled, the Animal Control would be able to work TOGETHER
with the SPCAs , ending the animal's abuse and redirecting abandoned animal
to these Societies that would provide them adoption.
4) To Educate Communities, especially
the poorer ones, so that they do not abandon it's animals. This can be
made through the media, pamphlets, lectures in schools, fairs, etc.
5) Centers of specialized training
for collected dogs, to serve as accompanying and guide dogs.
6) Humane Campaigns introducing
animals as affective support for people in hospitals, retirement homes
of and orphanages. This program was introduced by the SF-SPCA in San Francisco
.Together with the city hall, they made San Francisco a city where the
euthanasia is made only when an animal is in terminal state or in extreme
suffering ( remembering that the method used is intravenous injection.)
7) IF euthanasia IS NECESSARY, MUST
BE DONE IN A PAINLESS WAY, RESPECTING the UNIVERSAL DECLARATION OF RIGHTS
OF THE ANIMALS
Considering electoral statistics,
the ones that worry about the cruelty against the animals are many and
it is the democratic legitimacy that in them confers representation, to
present to all the Brazilians and the citizens of other countries, our
shout of repudiation, compassion and astonishment before acts that lower
the spirit and degrade the species of human being. It would be unacceptable
not to speak out.

ACTS OF ABUSE, MISTREATMENT, TO WOUND OR TO MUTILATE WILD OR DOMESTICATED
ANIMALS ... TO inflict PAINFUL or CRUEL EXPERIENCES TO ANIMAL LIVING CREATURES,
EVEN FOR DIDACTIC OR SCIENTIFIC PURPOSES, WHEN ALTERNATIVES EXIST ".So,
CCZ-SP is working not only by methods that oppose the actual objective
of the existence of the veterinarian doctor, but also is violation UNESCO's
Animal Rights.
What did change after this campaign?
The Major of Sao Paulo finally sign
a law that says that the City Hall has to promote spaying and neutering
for affordable prices , as well as campaigns to educate citizens
to not abandoning their animals.
What is coming up next?
Bad news. Sao Paulo wants to introduce
a new method of euthanasia, by using CO2 that is also cruel, once
they do not separate animais by wheight and size . For an animal to die
without pain, the dosis of CO2 must be perfectly adapted considering its

CITY OF SALVADOR
According to some witnesses, many
animals die because they are severely hurt during the capture.We've been
recieving many letters from citizens from Salvador, asking for urgent help
for the inhumane handling and the total neglect the City hall has shown
to animals.The letter below was sent to a newspaper that reported the cruelty
by showing pictures of injured animals, as well as describing the
terrible conditions of the Animal Control's facilities, where the animals
suffer all sorts of abuse including starvation.

"I ask to all the suitable authorities,
to the Health Department and to Salvador's Mayor, Mr. Antonio Imbassahy
to stop the atrocities that are happening in Salvador regarding the slaughering
of domestic animals.The reporting shown on 12.10.99 calling our attention
to the fact that CCZ is not doing its social function: control and erradicate
animal transmissible diseases, the zoonosis concept. The CCZ should be
called "Animal Extermination Center" because that is what really happens
inside this Institution.The animals are killed by cruelty, with no distinctions,
72 hours after their capture,in violation of the Universal Animal Rights
Declaration and the Brasilian Constitution, that forbids this behavior.

is where the City of Teresopolis brings the stray animals captured on the
streets. The material you are going to see was sent to us by the (now dissolved)
Humane Society of Teresopolis. they sent us all the documentation and pictures,
testimonials and witnesses' signatures, so suffice to say, there is a lot
of evidence that the local authorities are not serious. See for yourself

Stray dogs and cats from Fortaleza
are killed every Tuesday and Friday. Please, read the e-mail below:
"Aunt, here in Fortaleza, I've seen
at the local news a protest of people from Animal Control's neighborhood.
They were complaining about the bad smell that comes from where the Secretary
of Health sacrifices the dogs, that are found in streets and captured by
Animal Control. In this terrible place, every Tuesday and Thursday they
sacrifice dogs and people complain that after the animals are killed, nothing
is done with the animals bodies , they stay outside causing horrible smell.
MANY OF THESE animals WERE ONLY PLAYED IN A DITCH OR In the TRASH. In this
report, there is information that shocked me excessively. People said that
on slaughtering days, they can't stand to hear the moans of the animals.

CITY OF RECIFE
In May 18th 1999, a representative
of A.A.P.A, a SPCA , in Pernambuco , followed by the council woman Luciana
Azevedo, was attacked by the employees of the Center of Animal Monitoring
in the city of Recife, Olinda. The objective of her visit was to try to
photograph the barbaric way that animals are killed. The AAPA has denounced
the CVA (Animal Control in Recife) with respect to irregularities and in
a public audience the CVA had denied the witnessed INDISCRIMINATE, IRRATIONAL
and INHUMANE .SLAUGHTERING of the animals in it's control. Healthy dogs,
pregnant females and upper-class cared for pets wait in the "corridor of
death ", where they are accumulated in kennels in horrible conditions for
3 days , waiting for death.
The animals are wetted with moored
hose spurts and tighted to a table where they will receive a lethal drug
.
"We saw clamped in the dirt, about
100 animals, all with some type of wound,bloody bodies, a terrifying scene!
The slaughter is executed by laborers, the same ones that clean of the
facilities. These employees, total unprepared, magnify the suffering still
more by giving injections of potassium chloride directly in the heart,
trying to find it by several attempts. This cruel proceeding is done without
any anaesthetic to reduce the pain and the desperation of these animals!
After death, it's body is thrown in a truck and taken to the crematory
where many animals ARE BURNT WHILE STILL ALIVE!!!!"
